I'm trying to do the same thing in Ohio. They don't like it. They have rejected my application three times. If I could get some cooperation from VW of America in Auburn Hills, MI, regarding the number of Vanagon Westfalia's imported to the USA in 1989, I could seal the deal and force Ohio BMV to cough up the collector tags. I sent them several emails all of which were ignored. Ohio BMV will not accept "internet sources" for this information. VW AG responded right away to my request, telling me I have to ask VW of America. How do you spell quagmire?
