The trick is donšt import it into california. After that the glass was probably replaced and the gas tank filler replaced and a new exhaust system and about a dozen other minor things. Imported in it will have the proper epa type cert and the nhtsa cert on it as well. The nhtsa requires the vehicle meet "type" classification previously on file with them and then be current for nhtsa regs at the time. Note that I emphasized a military member shipment of authorized POV. NO TAXES or CUSTOMS FEES or SHIPPING FEES!! you only pay for what is needed to clear the inspections shed out of the bonding area (all of the stuff needed to pass epa and nhtsa). The 4wd van was shipped to the us in limited quantities as a camper so it was most likely "typed" in the EPA and NHTSA listings.
