Well, since they describe it as being associated with the evaporator, I suspect that it's a relatively massive metal "cold sink" attached to the fins of the blow-thru part of the evaporator that gets cold while it runs, and then keeps the evaporator cold even after the compressor shuts off. What it would do is make the compressor run longer, but less often. Dunno what sort of efficiency trade off you get for that.
