You misunderstood my statement. Not the largest draw on the SYSTEM, the largest current draw by the FAN. At lower speeds, the fan puts some of the current draw into the resistor (which gets hot).

But I was also referring to the AC fans in the cabin, not the radiator one.

Yes, when the fans are on high, they bypass the resistors.
