Most likely this was the result of a mechanic who thinks Vanagons with their high torque specs are a real PITA. However, in properly tightening them, he most likely was thinking of the owner and keeping the wheels on the van while barreling down the freeway. These specs area actually quite common for 1 ton trucks, which the Vanagon is one of.

BTW, many 4-way lug wrenches are made of wretchedly soft metal and deform quite easily. Try using the proper lug wrench and you'll find that it will work better - or better still, try a 19mm 1/2" socket on a torque wrench to better get the feel of just how tight they should be.
