This is a *very* common belief: that without a cat, the van will run better and my mileage will be better. This is *not* what I was taught in a 2yr automotive program, and they were very straight-forward with us, not just politically correct. (This does assume that the internal honeycomb isn't busted apart and clogging the exhaust).

Use the cat - it is the right thing to do, even if it isn't the law (and it usually is). Furthermore, the entire planet, and your children will thank you.
