My 82 vanagon with its orignial air cooled engine would not pass without a
cat.  When I did the subie mod I had my mock up exhaust system installed
which was using a punched out cat as a space holder awaiting delivery of the
cat I was going to use.  Forgot and went to emissions with it that way.  I
passed easily.   but when I saw the results I rememebered that I still had
the punched out can on there instead of a functioning cat.  The much more
modern subie engine easily passed the specs for an 82 vanagon.
