If the wiring hasn't been hacked the locks cannot work if their fuse has been pulled. You'll have to refit the fuse to be able to use them...

...unless they have been reconnected/rewired to bypass the fuse or even run without a fuse. From what I hear the Vanagon is prone to broken wires in the door openings... bad design (our Toyotas, some with with 640,000km on the odo... and they were guaranteed to have been wound back on importation... have never had a lock/window failure).
