Sounds like you've got a combination of problems there. Check out your thermostat, the fan switch on top of your radiator, ground and power to your radiator fan, head pressure on your high side compressor output, low pressure switch on your dryer (green thing, two wires). The rest of the world runs on about 14.5 - 15 volts alternator charge power, not any reason for you to have less power unless you've got a dead diode in there.
