A torch such as you descibe IS the ideal solution to this rusty problem - however, many of us do not have easy access to such a tool. So, what slightly "lower-tech" solutions might work? I think the suggestions given so far are being presented with that intent. And my personal favorite is "P.B. Blaster". It REALLY penetrates, and even makes the rust bubble. It can ruin plastic, it is such a strong solvent!

<Anytime I have a project involving the exhaust system, I start two weeks
ahead of time,
soaking all of the connectors with WD-40. Get under there & spray every
couple of days. The heat sucks the penetrating oil in.
& still....it ain't easy !

You can soak your nuts and studs till the cows come home , and they
aren't going to fly out of the head or anywhere on the exhaust system
mounting area with much success.
There is one and only one way to get this job done prudently, in a half
hour's time rather than weeks of soaking.
Heat.
Not propane heat.
White hot heat that you'll get at the tip of an oxy acetylene torch.
I just got done resealing the heads on a 2.1
I heated every nut, bolt, & stud, white hot and they flew out from their
point of origin without fail, in a prudent fashion.
Prior to replacing the head studs and exhaust fastener's with new
stainless nuts, studs and bolts, I cleaned out all of the head threaded
area's with a 8x1.25 mm tap.
Just to be sure all was kosher and true for the head fastener area.
Don't waste your time spraying and waiting for all these fastener's to
come loose with WD-40, Kroil, Liquid Wrench, or Get Your Nuts Off
miracle in a can, or a Home Depot propane torch.
Your spinning your wheels in the Everglades with 4 bald tires, and no 4
wheel drive .
Fairy tails can come true, but this won't happen for you.
Won't happen without snapping or stripping something without the
appropriate amount of heat.
