To answer the questions: 1) No. There is no way to know until it is empty. 2) Any Propane fill station should be able to fill it as it uses a common adapter. My local hardware can do it. If in doubt, any RV fill station should have no problems. Just FYI, my tank looks horrible as it is a rusted mess, but it is still solid and safe, just looks bad. Of course, when in doubt, get a new one. You may find that the tank "leaks" after you have it filled - this may be just the over-pressure bleed off valve releasing gas - it is OK, but be cautious around it as it is raw propane coming out. ...JMM
