There is only one pipe that actually enters the fridge itself. The fins are attached to that pipe. You can simply pull the fin unit off the pipe, it "snaps" on, and check the thermal mastic on the back. If you have new mastic you can clean the old stuff off with paint thinner. . You can buy the thermal mastic at Graingers industrial supply

Sounds like your fin unit may not even be attached if the there is that much difference between the cooling pipe and the fins?
