Hi, From your description, it sounds similar to the skylight screen that our PO gave us with our Westy. The "loop" side of the velcro (hook 'n loop) is stuck to the inside top of our van, on 3 sides of the skylight. I guessed that the small vinyl tube is for stiffening, since that edge of the skylight screen doesn't get velcro'ed to anything. If your van is missing the "loop" side, you may need to install it there.
