This is a good one. Well, the lights get switched on by hydraulick switches that are located on the master cylinder that is under the instrument cover. Sometimes these get dirty and old and rusty even. But the inside is a moving part that does the switching. If you take it out and push the inside a little and make it move repeatedly, it will get free again. Otherwise by new ones. Expensive. Use not a sharp tool. Something like a thin punch.
