I had almost the same problem. I went ahead and cut it. When I reassembled the unit, I used a piece of hose to cushion the bracket and pump.

The nuts and bolts are rusted on, and no amount of penetrating oil seems to work. I might try to cut off the nut and see if I can slip it through the rubber piece. I'm not sure that I can get at the top one.
