Subject:      84 Westy mass air/ICU problems?

I have an 84 Westy that has given me some recent trouble (or at least more trouble than normal!). Several times now (in
the last month), the vehicle has failed to start. Each time the vehicle was getting both spark and gas, but would not fire and run. The first time my Westy did this, I eventually got it to start by disconnecting the air flow meter (a possible lead or just dumb luck?). The most recent time it did this, it just "magically" started after 20-30 minutes of trying. 

The issue seems to coincide with a slight surging or loss of power just before experiencing the starting problem (if I make a pit stop). The power loss has also been experienced after the vehicle has been started (finally!). 

I have been advised to look at the air flow meter or ignition control unit. These items (especially the mass air) are not cheap so I am not too hip on replacing without some assurance they are responsible. 

Any ideas on what the culprit might be and/or how to test the mass air and ICU?
