UMM, not on my Van. If I move the air-flow "flapper" by hand with the
key on, the fuel pump starts up. I do this to quickly get fuel
pressure up after maint. on the fuel system (like yearly fuel lines).
Mine is AFC, not H2O, so that may make a difference.
