Back in the '60s, when I had a Vespa motorscooter, I had a shop bend a piece of plate 90 degrees in the middle and put holes in it at the proper places.

One hole was where the hitch ball bolted to the hitch. The plate then extended out, twisted to the vertical where a large hole was made to clear the hub and 4 smaller holes around it lined up with the lugs on the front of the Vespa.

I removed the Vespa's front wheel, bolted the lugs to the "adapter" and towed it, rear wheel down, from Texas to Florida ... then to Connecticut ... and later to Virginia. The only downside was having to pay for another axle at toll booths.
