It can be either the pump or the rack. Try changing the fluid and filter first. They can groan for a long time. Synthetic ATF is most reasonable best choice. VW did change over to the Audi PS fluid for cold operation. Expensive and prone to leaking.

When I start 85 westy and turn the steering wheel there is an intermittant groan associated with the process. Driving down the road, there is no problem. I am wondering if my power steering is going, and what I can do about it.
