I think that part can be eliminated by jumpering around it... at least I think that's the part. I don't have an air cooled, but a buddy of mine who does had he's van refuse to start on a camping trip. After a couple hours of trying to sort out it out a phone call to a VW mechanic suggested jumpering two of the contacts and viola it's ran perfect ever since. Anyway, I only "think" this is the same part you are describing, but I'm not certain. It was a California only part, and no longer available from the factory.

I don't know how to hotwire/short/jumper it, just that it Can be done without adverse affect.... if it's the same part I think it is...
