It can be done. Time delay relays are available.

I'd like to make something a touch more sophisticated.
Here's how it would work, but I don't know how to do
the circuit.  Any electronics types out there who can

You have a secret switch somewhere.  Can be reed,
pushbutton, on/off, whatever.  Not important.

Normal starting procedure would be:  start car,
push button.  engine runs until you switch ignition
off.

Thief's procedure:  start car, engine runs for 30
seconds, then stops.  Car won't start again until
secret switch is actuated.

The idea is the thief hotwires the car, drives
halfway down the block, onto a big street, where
the engine dies, leaving the thief... embarassed...

Can anyone suggest an implementation?
