Hi Chris,

The reason is that the 2WD kit includes syncro type front hubs, so the front wheel connections go from the current 2WD configuration of bolts, to the syncro configuration of studs all around. Since syncros already have studs up front they don't need the new hubs.

I actually purchased a 2WD kit in the SA group purchase but before installing it I sold my 2WD and bought a syncro. I never used the hubs but have held onto them because I had no idea what I should ask for them on eBay, but I suppose I should have just considered the differential between 2WD and 4WD kits to determine that price.
