How I normally do it is to drain all the gas out of the gas tank, put a gallon or two of alcohol in the tank and drive to the emissions station GINGERLY. Once you're done, fill the tank with gasoline. That's in addition to changing the oil and making sure everything is in tip-top shape. :)
