If the CAT is hollow the O2 sensor does'nt heat up enough.

I passed emissions today-only after I put a good CAT in.

I also replaced three leaking injectors. They were leaking slowly after the engine was off.

Catalytic converters get hot- Oxygen sensors work best when hot.

other tips:

Change the oil-somehow this lowers the HC.

Have the idle up around 850-950.

Drive about 100 miles with premium gas and the timing retarded slightly. I put Seafoam in the gas and oil.

check to make sure valves are at 0 lash.

plug wires all good, cap, rotor.

idle /full throttle switch properly adjusted. Coolant temp sensor tested

I also put a bottle of some stuff that claims "guaranteed to pass emissions."

It's the second time using it helped me pass in two different cars.

it cost $8.00 a bottle- it should.

So doing this and more took me from 431 ppm HC at idle to a passing 131. Cruise was 99.
