Chris, first off make sure the engine is running as best it can. New plugs, very clean or new air filter and fresh oil in the crankcase. If the engine is running well the inside of the CAT is not important. The OXY sensor must be working though. Run the van for at least one hour prior to the test and have an appointment that will get the van tested while still hot. Avoid Canadian Tire test station like the plague. Try to find a test centre that is used to testing European vehicles or Vanagons specifically. If it fails on the NOX test then your gonna have to get a new CAT and probably OXY sensor.
