I actually heard a different opinion from a vehicle inspector regarding the oil change. He said (and he works in a very poor neighborhood where he sees a LOT of older vehicles failing) that changing the oil before the inspection is the worst thing you can do. According to him, when you drain the oil and put fresh in it "releases" a bunch of build-up and such that has been clinging to the side walls and such of the block (?) and for the next few hundred miles (or so) it burns all this gunk out the tailpipe causing a worse reading than if you would have left it alone. I don't remember his words exactly, but I do remember him saying that everyone changes their oil before the inspection and that "thats the worst thing you can do."

Gotta disagree with this one. Old oil has a high sulphur content which fouls the emissions test.
