Actually it's pretty easy to narrow this down to either a defective part or a bad wire/connection. After checking the fuse, disconnect the two wires from the faucet and connect them directly to eachother. This bypasses the switch in the faucet, so if the pump starts to run, you have a bad switch. If the pump still doesn't run, leave the two wires connected together and measure for 12 volts at the pump If there is 12 volts (and a good ground) at the pump and it still isn't running, you have a bad pump. If there isn't, then you have a bad wire or connection.
