I recently returned from Albuquerque and Santa Fe New Mexico. From what I could tell it was just a matter of leaving the road and finding a place to camp. I didn't see the barbed wire fences that are normally down every mile of highway. There are lots of barren hills and dry stream beds to hide out in for complete privacy. I'm sure there are some cool (I mean less temperate) areas to camp in near the mountains or near streams, rivers. Here is a link to some camping: http://www.explorenm.com/camping/ I think it depends on whether you want to pay for camp grounds and facilities or rough it in the sands. I've found some of the best camping is free if you check with some of the local teens and ask them about Free Camping they are a great source of information. I prefer to camp near lakes or on riverbeds in Texas but NM appears to have a good supply of these spots too.
