From the brief bit of research I did online, here is what I found out about dielectric grease: It is used as you guessed at the end of your post- the goal is for the electricity to be only flowing at the contact points, and not jumping or arcing anywhere else. The site I found mentioned it will prevent sparking and resultant oxidation and corrosion. I'm glad you brought this up, because I had thought it was conductive as well.
