Bad idea! In fact, regardless of any uppercase caveats, it is a recipe for disaster. Just suppose that the shoes on the wheel which is spinning along merrily above terra firma, are adjusted more tightly than those of the wheel which is planted. Did you ever hear of torque transfer in a differential? Well, this is one way to learn all about it. Even if the brake shoes on both wheel actuate identically, there will still be torque transfer to the wheel which is on the ground.
