AFAIK, you can only use a credit card for funding if you do not have a
balance in your Paypal account. So if you do, withdraw funds first. (You do
not have to wait until you actually receive the money, just withdraw the
funds online so the Paypal balance shows as zero.)  At that point, when you
go through the Paypal "send money" process you will be see an option for
"additional funding sources" or something to that effect. Click on that and
choose your credit card as the funding source. It will ask you if you're
sure you want to do this (they don't want you to, as it costs them more!)
but then it will let you. At least this is the method that has worked for me
repeatedly in the past.
