Try blowing some air pressure back into the tank from the line normally
connected to the fuel filter.
Use only about 15psi and remove the gas cap.
I had a situation when I removed the filter with a full tank of gas and
nothing dribbled or flowed out the line, blowing the line backwards worked
good.
