Subject:      how to get rid of bad clearcoat

The clearcoat on the bumpers of my vanagon (but not the body) and the
top surfaces only (nothing vertical) on my volvo is chalky and white,
appearing over about 80 of the paint surface in some place and thick
enough to feel the height where it appears.

What is a good way to get rid of it? The paint underneath most of it,
on both cars, looks good. Can the paint be saved?
