If no one has any specific recommendations, your best bet is to start calling around. Find a locksmith that does automotive work and make sure they have a "wafer kit" for the 80's and later VWs using type "VB" locks. VB locks are basically all the locks after the beetles and loafs, having 7 cuts of 4 possible depths. Any halfway competent locksmith with the Volkwagen VB wafer kit should be able to handle the job without difficulty.
