"Liquid Tape" by a company called "Plasti Dip", or 3M's 14853 "Electrical Coating". I haven't used Liquid Tape, personally, but we used CASES of the 3M stuff on all the wiring makeups for Luxor Las Vegas outdoor tree lighting retrofit some 10+ years ago (awful job), and it's apparently still working fine. Stinky stuff until it cures, though.
