Fancy that! I'll have to ask our motor rebuilder if he does starters or can recommend someone who does.

They detail EXACTLY what they do in "remanufacturing" starters: <http://www.boschusa.com/AutoParts/AlternatorsStarters/RemanStarters/> commutator is machined if it's out of round, but beyond testing it, that's all they do with the armature.

They're a bulk rebuilder with the typical "part swapper" assembly line. They supply places like AutoZone and Pep Boys with adequate rebuilts. Like you say, rewinding is a dying art.
