You can make things go below the outside ambient air temperature through
evaporation. It isn't the wind that is colder, it is the effect the water
evaporating off the object - wind will accelerate this effect and will super
cool it. This can be seen on chilly mornings were there is dew on the
windscreen and it is about +1 or +2C and then you start driving, that water
will freeze on the windscreen. Aircraft also have this issue as well.

I wouldn't think that wind would make a difference on a temperature sensor
(even if it is wet). Fifty degree air is fifty degree air, right? And 100
degree air is 100 degree air, right?
