The rules for Canada and the USA are very different.

In Canada you CAN NOT import a non-Canadian or US spec vehicle that is less than 15 years old.

In the US, you can import a non-US spec vehicle under a few methods:

1 - There is a substantially similar model already being sold in the US by the same manufacturer.

2 - The vehicle is 25+ years old

To import using method #1, you must go through a Registered Importer and the vehicle must have been ruled eligible by the NHTSA. Here's a good read:

Couldn't speak for Canada, but not to the U.S. They do not comply with U.S. D.O.T. regulations and bringing one to compliance is not affordable.
