Takes a 17mm allen wrench or hex thingy. In a pinch you can do what my jackass PO (or his "mechanic", more likely) did and get it off with a pipe wrench. Proper fill level is basically up near the bottom of that hole. Park on level ground, open 'er up, and stick your finger in there.
