Its my understanding the 91 vanagon wiper relay is adjustable stock, you can set it for a given duration by using the intermitent switch a certain way.

Anybody out there have the read from the owners manual about it?

I believe you can simply upgrade to the late model relay in older vanagons to get the feature.
