Jeff,

I dumped an old 911 Targa as parts last year. When he tried to re-register it in RK (rebpublik of kalifornia), the salvage title from 1993 was still in the system. Oh well, at least he knew that was the case from what I told him..

A pal of mine who works at DMV says they stopped the practice of dumping records now that digital storage is so affordable.
