I dunno about SYncros, but I just changed the starter on my 2wd '85 Westie... I was able to get the starter out without dropping the axle, but was not able to change the starter bushing without dropping the axle.

I got the old bushing out by running a tap into it... I used one just slightly larger than the inner diameter of the bushing, run it in until it bottoms out in the hole, and continue until it pulls the bushing out.

I rigged up a tool to get the new bushing in by jamming two nuts onto a long bolt, with enough exposed length to match the depth of the new bushing. I used some rubber tape to expand the end of this improvised tool so it held the bushing snugly. Oiled it up, and tapped it into place **very gently** with a light hammer. The brass bushing breaks easily, so no pounding!
