That's way too techy. In Baltimore the Police use horses during the rush hour (downtown). They make sure folks don't move into the intersections unless they can get OUT of the intersection. And they'll ticket you if you do make that mistake...and then they'll make you get out of the intersection (maybe in a direction you don't want to go.) Rush hour in Baltimore is surprisingly efficient . Good traffic engineers have syncronized the lights so that when you start moving, you don't stop until you are miles away from the downtown area. I contrast that with Washington DC, which is the opposite pole of efficiency. Different jurisdictions intention desynchronize the lights so as to slow traffic down (and encourage folks to go some other route as long as it isn't OUR area....)
