Assuming that you are referring to the "blue dots" they probably are not in most States. They were standard equipment on one year of Cadillac in the early thirties so would be legal on that. They are legal on Street Rods here in Alaska thanks to the efforts of local Rodders that pushed legislation through for special exceptions for pre-1948 vehicles.
