David, there is only ONE way to really combat rust, and even that is only as good as the attitude & aptitude of the person doing the job.

CUT AND WELD. CLEAN all areas of any rust whatsoever. Prep the bare metal with rust-inhibitors which can be painted-over. Paint with RED-LEAD primer before welding. Weld in new metal (treat and prime first). Best use seam-welding, not spot. Clean welded areas and retreat/prime. Spray rust-inhibitors liberally INSIDE the welded areas (need access holes for this), then primer.
