Might want to get ear plugs if you are going anywhere near the horn.I would have someone press the horn while you test for voltage.If you got voltage at the horn, it could be a ground on the steering colume.It could be the horn press on the steering wheel. Just pull the padded horn press, off. It just yanks off. Connect the wires to see if the horn sounds.Most times the trouble is that the horn honks, and wont quit. Most times during turns. This means that the copper foil benieth the steering wheel is worn out. This could be your problem somehow. To remove the wheel , just remove the 22 or 24mm nut and the wheel comes right off. Now steering wheel puller needed.Never heard of a horn itself going bad.
