The supreme court issued a ruling on eminent domain about 3 months before the mississippi property rulings. Basically a state or public government entity that is permitted to issue domain rulings may take property and have it reused for the better benefit of the entity. I.e. They can tear down an entire older housing area to build a shopping center because it will pay more taxes. Here in colorado because of major annexation wars about 20 years ago some very tight domain laws were put on the books. Chances of getting them changed to more lenient would be very slim indeed.

Some states however immediately killed every law that limited their authority to take property. Economically "depressed" areas went to the extreme of making it very easy to take the property. Especially when the company moving in will be paying about 10 percent of the states annual tax base. /will end this here but I could go for a long ways on this one...this court ruling really PI##ES me off...

Here the city of aurora tried to use the domain laws to order a tear out for new hotels and stuff. However the state laws on compensation/annexation/grand fathering put it out of their budget by several millions and made the property far to expensive for any developer.
