That idling at 800-900 Rpms and surging after slowing from 70 mph up to 1200 - 1300 rpms happened to me periodically for 11 years with my 1983 Westfalia. You can ignore it and that worked best for me. I replaced everything that I could find and adjusted everything I could adjust and just never got the darn thing to a consistency for more than a few weeks at a time. I suggest that you change your fuel filter, run some HEAT (water remover) and run some MMO (16 oz) in a full tank of gas. If that doesn't stop the surging then just live with it knowing that the extra air from the fan turning 1300 RPMS is better than the minimum airflow at 800 -900 rpms.
