Dennis's advice is the answer.

Regardless of whether or not you decide to add new ground connections, I
would clean the ground connection at the
cluster under the dash and clean all the other ones while you are in there
to prevent another similar problem with the other electrical components.

Likely if your headlight grounds are corroded enough to prevent the lights
from working, the other connections are the same, or soon will be.
