When I went to Washington to buy a van, I went to the Insurance company and purchased a policy that covered me for ten days in transit. As soon as the the PO signed over the title to me, I was legal. Some states will require that you stop in and get a temporary licence at the PUV Station near the state line. Best to write or phone the relevant authorities.
